WMS The new HRL Non-Vegetated product suite (HRL NVLCC) is one of the four major groups of European HRL products besides HRL VLCC, HRL WSI and HRL SLF, and thus a part of the pan-European Copernicus Land Monitoring Service (CLMS) component for the EEA-38 countries. In line with the European Environment Agency’s (EEA) internal restructuring efforts, and its intention to complement the above mentioned HRL suites, it consists of two products: Imperviousness and Impervious Built-Up, along with their derived and supporting layers. The HRL NVLCC product suite is situated in the European policy context of the 8th Environment Action Programme (8th EAP), the EU Soil Strategy for 2030, the EU Biodiversity Strategy for 2030, the Nature Restoration Regulation, the Land Use, Land-Use Change and Forestry (LULUCF) Regulation, and the Common Agricultural Policy (CAP). It supports European decision making and reporting by serving as input for the HRL Forests and the Urban Atlas, and as basis for spatial indicators on Soil Sealing (SDG 11.32) and on Imperviousness and Imperviousness Change in Europe (EEA).
